If you're an American citizen, there are 12 visa categories which have a general license to visit Cuba.
These are:
Family Visits
Official business of the US government, foreign governments, and certain intergovernmental organizations
Journalistic activity
Professional research and professional meetings
Educational activities
Religious activities
Public performances, clinics, workshops, athletic and other competitions, and exhibitions
Support for the Cuban People
Humanitarian Projects
Activities of private foundations or educational institutions
Exportation, importation, or transmission of informational materials
Certain export transactions that may be considered for authorization under existingDepartment of Commerceregulations and guidelines with respect to Cuba or engaged in by U.S.-owned or -controlled foreign firms
These general licenses are governed by section 515.560 of the Cuban Assets and Control Regulations issued by the US Treasury.
If the purpose of your visit does not fall under one of these categories, then you must apply for advance permission from the US Treasury to visit Cuba.
Tourism to Cuba by American citizens is specifically prohibited.
